Schedule of Rates (SOR) by State: India Directory 2026

Every Indian state's Schedule of Rates (SOR / DSR / SSR / BSR): publishing department, latest edition, and official PDF or portal link for each.

Every government construction bid in India is priced against a Schedule of Rates (SOR). It is the official rate book that sets the unit price for each item of work in a given state. Pull the wrong edition, or the wrong state's book, and your estimate is off before you start.

There is no single national SOR. Each state, and most union territories, publishes its own. The names shift from state to state: DSR, SSR, BSR, CSR, or just SR. So do the department and the revision cycle. Some states reissue every year; others have not updated in a decade. Plenty split the schedule across departments, with one book for buildings and roads (PWD or R&B) and a separate one for irrigation and water supply (Water Resources or PHED).

This directory pulls them together. For every state and union territory: the publishing department, the schedule name, the latest edition we could confirm, and a link straight to the official document.

How to read the links. "PDF" goes straight to the official rate book file. "Portal" goes to the official department page, which we use where the rates are served through a dynamic system, distributed district-wise, or not published as a single file. Editions and links change often, and several state portals only open from within India, so confirm the current edition on the official source before you bid. Where nothing official is published online, we name the department instead of linking to an unofficial copy.

The CPWD DSR carries more weight than any other rate book in the country. Several states and UTs that do not publish their own adopt it directly, among them Delhi, Chandigarh, and Dadra & Nagar Haveli and Daman & Diu, usually with a local cost index applied on top. The full DSR 2023 volumes are sold as a printed publication. CPWD's site hosts the correction slips rather than the complete PDF, so work from an authorised copy of the book.

For Chhattisgarh PWD, the Road and Bridge SOR 2026 PDFs are on the same site (pwd.cg.nic.in). The Madhya Pradesh PWD building/road PDFs sit on the MP PWD works portal (wms.mppwd.gov.in) and may only open from within India.

For Tamil Nadu, the only SOR published as a file on an official .gov.in domain is the TWAD Board's water-works schedule. The PWD and Highways building and road SOR is not hosted on an official portal, and the copies that circulate on non-government sites are best treated with caution. Puducherry also publishes per-region PSR PDFs (Karaikal, Mahe, Yanam) on the same site.

West Bengal serves its volumes through download endpoints on the schedule page rather than plain file links, so the portal is the cleanest entry point. Where a state publishes multiple volumes (Nagaland, Mizoram, Tripura, Assam), the link points to the primary building or civil volume; the road, bridge, and electrical volumes sit on the same site.

Why the SOR varies so much by state

Three things trip up estimators working across states:

  • Same idea, different names. DSR (Delhi/CPWD), SSR (Maharashtra, Andhra, Telangana), BSR (Rajasthan), CSR (Punjab, Maharashtra WRD), SR (Karnataka), or plain SOR. They all do the same job of fixing unit rates for items of work, but the structure and item codes differ.
  • More than one department per state. Buildings and roads usually sit with PWD or R&B. Irrigation and water-supply works often have their own schedule from the Water Resources Department or PHED, on a different revision year. Match the book to the work type, not just the state.
  • Base edition versus effective rate. Many states issue a base SOR, then layer on rolling corrigenda or labour-rate enhancements. West Bengal and Odisha are clear cases. The year is the base edition; the rate you actually use may be that base plus the latest correction slip.

Frequently asked questions

What is a Schedule of Rates (SOR)?

A government-published rate book that fixes the unit price (per cubic metre, per square metre, per number, and so on) for each item of construction work, used to prepare and evaluate estimates for public tenders.

Which department publishes the Schedule of Rates?

In most states the PWD or Roads & Buildings department publishes the primary SOR for buildings and roads. Irrigation and water-supply works usually have a separate schedule from the Water Resources Department or PHED. CPWD publishes the national DSR for central government works.

Is the CPWD DSR valid in every state?

No. The CPWD DSR governs central works and is adopted by some states and UTs that lack their own schedule, usually with a local cost index. Most states publish their own SOR, which takes precedence for state works.

How often is the SOR revised?

It varies widely. Rajasthan, Karnataka, Chhattisgarh, Andhra Pradesh, and Telangana have recent 2024-26 editions, while Punjab, Himachal Pradesh, and Jammu & Kashmir still run on 2020 editions. Always check the effective date and any correction slips.

SOR vs. BOQ: what's the difference?

The SOR is the master rate book for an entire department or state. The Bill of Quantities (BOQ) is tender-specific: the list of items and quantities for one project, usually priced against the applicable SOR.

Pricing bids against the right SOR

Finding the right edition is only the start. The harder part is mapping a tender's BOQ to the correct SOR items, applying the current cost index, and catching where a state's rates have moved since the base edition. Done by hand, across states, departments, and revisions, it is slow and easy to get wrong.
