Odisha Schedule of Rates 2022: Why You Also Need the Analysis of Rates 2006

Search for the Odisha Schedule of Rates and you will find the 2022 edition quickly enough. Open it looking for a rate for earthwork, or concrete, or RCC, and you will find nothing — just a page of notes and one line telling you to go and read a different book from 2006.

That is not a defective PDF or a missing page. It is how Odisha publishes its rates, and it is the single most useful thing to know before you start pricing a tender in the state.

The current edition is SOR 2022 — effective April 2023

The Works Department publications page lists Schedules of Rates going back to 2000. The newest is Schedule of Rates 2022. There is no 2023, 2024, 2025 or 2026 edition.

The name understates its age in one direction and overstates it in another. The book is titled 2022, but the covering Office Memorandum — No. WORKS-FA-MISCSB-0015-2022 6785/W, dated 20 April 2023 — records that "The new Schedule of Rate-2022 are effective from the date of issue of this Office Memorandum." So the operative date is 20 April 2023, not any point in 2022.

As always, the edition named in the tender document governs. If a notice cites SOR 2022, that is the book, whatever else has since appeared.

Twenty of the twenty-five chapters carry no rates

Here is the structure of the SOR 2022, which is worth setting out because no summary of it exists anywhere else:

Chapters 5 through 24 are the core trades — Earthwork, Special Items for Irrigation Works, Concrete, R.C.C Work, R.B Work, Masonry Brick Work, Masonry Stone Work, Flooring, Painting, Plastering, Roofing, Wood Work, Road Work, Site Clearance, Pile Foundation, Dismantling, Iron Work, Well Sinking, Other Building Items and Bridge Works. Each occupies about two pages. Each repeats the same sentence:

"Please use the Analysis of Rates, 2006 for determination of rates for various Items of Works"

What those chapters do carry is worth reading rather than skipping. Chapter 5's special notes, for instance, define the soil classifications the rates turn on — ordinary soil, hard soil, stoney earth as "earth mixed with gravel and boulders not exceeding 0.014 Cum. in volume", and slushy soil — and fix rules such as adding 20 per cent over the respective earthwork rates for foundation excavation. Those notes are binding even though the rates are not there.

So the schedule is two books, not one

This is why the search traffic splits the way it does: people look for "sor 2022 odisha" and for "analysis of rates 2006 odisha" in almost equal measure. Both are correct, and neither is sufficient alone.

The Analysis of Rates 2006 is organised into twenty groups, numbered (I) to (XX): Earth Work, Special Item for Irrigation Work, Concrete, R.C.C. Work, Reinforced Brick Work, Masonry Brick Work, Masonry Stone Work, Flooring, Painting, Plastering, Roofing, Wood Work, Road Work, Site Clearance, Pile Foundation, Dismantling, Iron Work, Well Sinking, Other Building Items and Bridge Works — matching the SOR 2022's chapters 5 to 24 almost exactly, which is what makes the pointer work.

The mechanics are ordinary rate analysis: take the constants from the 2006 book, price them at the 2022 basic rates, add the allowances. What is unusual is only that Odisha keeps the two halves in separate documents twenty years apart.

One correction the 2022 book makes to the 2006 book

The Analysis of Rates 2006 works its own examples with an overhead allowance of 10 per cent on labour plus 2 per cent for sundries and T&P. Do not carry those forward. General Note 12 of the SOR 2022 replaces them:

"For the purpose of calculation of rates, Contractor's profit @ 7.5 % and overhead charges @ 7.5 % to be adopted in Analysis of Rates of various items to work out estimated cost."

This is the kind of detail that quietly decides whether your estimate reconciles with the department's. The percentages in the newer book govern; the ones printed inside the older book are the ones it was originally issued with.

Your district decides your material rates

Chapter 1 of the SOR 2022 does not publish one set of basic material rates. It publishes three, for the districts of the Central, Northern and Southern RDC Divisions — Odisha's revenue divisional commissioner divisions.

The same item, worked through the same analysis, therefore yields different rates in different parts of the state. Odisha handles geography the way Uttarakhand distributes rates district by district, rather than the single statewide book that Maharashtra publishes. Getting the division wrong is a silent error: the estimate will look entirely reasonable and still not match.

Water supply and sanitary works follow a third document

If the work is public health — water supply, sanitary installations — neither of the two books above applies to the analysis. The SOR 2022 states plainly that "The Public Health Engineering Analysis of rates 2013 has been used for determination of rates for various items of P.H. works", and chapter 1 carries its own separate schedule of basic rates for PH materials alongside guiding principles for PH items of work.

Three documents, then, depending on the trade. This is a sharper version of the ordinary Indian pattern in which different departments in one state maintain different schedules — in Odisha the split runs inside the Works Department's own schedule.

The Miscellaneous chapter, which is the one you can actually look up

Chapter 25 is the exception to all of the above, and the only part of the SOR 2022 that behaves like a normal schedule. We publish it as a searchable table with free Excel and CSV downloads, transcribed from the department's own PDF: 228 rate items across 17 chapter groupings.

Units run to Sqm (69 items), Rm (64), Each (58) and Cum (23).

Note that several of these grouping names — R.C.C. Works, Roofing, Painting, Road Work, Iron Work — repeat names of chapters 5 to 24. They are not duplicates of those chapters. They are the miscellaneous items belonging to those trades, priced here because they fall outside the standard analysis. Looking up "RCC" and stopping at chapter 25 will get you a jally or a shelf, not a slab.

Pricing an Odisha tender

The distance between finding the PDF and having a defensible rate is larger in Odisha than in most states, and almost all of it is document-routing: which of three analyses covers this item, which RDC division sets its input prices, whether the notes in the SOR chapter change the measurement. The BOQ in the tender is not the schedule, and mapping one onto the other is where the hours go.

Where a central schedule applies instead, the CPWD analysis of rates is the equivalent build-up document, and the CPWD cost index is the instrument that ages a base rate forward — something Odisha's schedule has no built-in equivalent for, which matters when the analysis constants date from 2006 and the basic rates from 2022.
