Transcribed from Government of Odisha, Works Department — Schedule of Rates 2022, Chapter 25 (Miscellaneous Items) only. Chapters 5–24 of this document — earthwork, concrete, RCC, masonry, flooring, painting, roofing, road work, bridge works and the other core trades — carry no rates; each directs the reader to the Analysis of Rates, 2006. Chapters 1–4 are basic rates of materials, labour, conveyance and machinery, not items of work.. Reference only — departments amend rates through correction slips between editions, so verify against the official source before pricing a bid. Items that could not be transcribed unambiguously have been left out rather than guessed.

How to use the Odisha Schedule of Rates

The schedule of rates — miscellaneous items (chapter 25) sets the department's accepted rate for each item of work, and estimates for Odisha government projects are built by mapping a project's Bill of Quantities to these items. Rates here run from ₹1.43 per sqm to ₹2,27,616.38 per rm, spanning 17 chapters from earthwork through to finishing trades.

Three things routinely go wrong. Estimators price against a superseded edition, because correction slips are published separately from the main schedule. They pick a nearly-similar item code rather than the exact one, which survives internal review and fails departmental scrutiny. And they miss that a rate is quoted for a different unit than the BOQ uses — a sqm rate applied to a rm quantity is a large error that looks reasonable on a spreadsheet.

For the schedules published by every other state, see the Schedule of Rates by state directory, and for how SOR items relate to a tender's BOQ, the guide to SOR vs BOQ.

Pricing a live tender against this schedule

Mapping a tender BOQ to the right SOR items by hand, applying the current cost index, and catching where rates have moved since the base edition is slow and easy to get wrong. Arched's estimation engine reads the tender, maps it to the applicable schedule, and flags where the numbers are exposed before submission.
