5.0MORTARS MATERIALS 1. Cement: Cement to be used in the work, shall be either ordinary portland cement 33 grade conforming to IS: 269 or ordinary portland cement 43 grade conforming to IS: 8112 or ordinary Portland cement 53 grade conforming to IS: 12269, or portland slag cement conforming to IS: 455. 2. Sand: Sand to be used in mortar for plaster work shall conform to IS: 1542-1977 and for masonry and flooring work shall confirm to IS 2116-1980. Sand for use in masonry and plaster mortar should fulfill the following grading requirements. Water: Water used for mixing and curing shall be clean and free from injurious quantities of oils, acids, alkalis, salts, sugar, organic vegetable growth or other substances that may be deleterious to bricks, stone, concrete or steel. Potable water is generally considered satisfactory for preparing mortars. The water used for work should be in accordance with IS: 3025-1986. 4. Cement Mortar: Cement and sand shall be mixed in specified proportions given in the item of work. All mortars shall be mixed with a minimum quantity of water to produce desired work- ability consistent with maximum density of mortar. The mix shall be clean and free from injurious type of soil/acid/alkali/organic matter or deleterious substances. The mixing shall preferably be done in a mechanical mixer operated manually or by power. Hand mixing can be resorted to as long as uniform density of the mix and its strength are assured subject to prior approval of the Engineer-in-Charge. Hand mixing operation, if permitted, shall be carried out on a clean water tight platform where cement and sand shall be first mixed dry in the required proportion by being turned over and over, backwards and forwards several times till the mixture is of uniform colour Thereafter, minimum quantity of water shall be added to bring the mortar to the consistency of stiff paste. The mortar shall be mixed for at least two minutes after addition of water. Mortar shall be mixed only in such quantity as required for immediate use. The mix which has developed initial set, shall not be used. Initial set of mortar with O.P.C. shall normally be considered to have taken place in 30 minutes after mixing. If the mortar has stiffened during initial setting time because of evaporation of water, same can be re-tempered by adding water as frequently as needed to restore requisite consistency but this retempering shall not be permitted after 30 minutes. The building schedule of rates sets the department's accepted rate for each item of work, and estimates for Chhattisgarh government projects are built by mapping a project's Bill of Quantities to these items. Rates here run from ₹0.60 per metre to ₹12,15,350.00 each, spanning 23 chapters from earthwork through to finishing trades.

Three things routinely go wrong. Estimators price against a superseded edition, because correction slips are published separately from the main schedule. They pick a nearly-similar item code rather than the exact one, which survives internal review and fails departmental scrutiny. And they miss that a rate is quoted for a different unit than the BOQ uses — a metre rate applied to a each quantity is a large error that looks reasonable on a spreadsheet.
